That's a vibraslap. It's a percussion instrument, part of "color" percussion instruments. It's most often found in the bottom of a middle school band percussion box and dug out in the middle of rehearsal to drive the teacher up the ever-lovin' wall. Not that that has ever happened to me. Bwahahahahaha!!!! :)
